Master plan for a coordinated service delivery concept for municipal, state, and federal public functions throughout the State of Maryland. Facilities were designed to provide one-stop centers for all governmental services to the public throughout the state. Four levels of service centers were developed, each level to designed to be responsive to the size and demographic scale of an associated population service area. The design of one prototypical center took into account population and demographics as a model for the other state service centers. Completed while Vice President at Gruen Associates.
